grinding noise after wheels were changed

06 impreza wrx. , turbo , downpipe , 80k miles

so at low speeds and turning i hear a bad grinding sound coming from what im 99% sure is my wheels as it just started happening when i put my winter steel rims on. I havd a feeling its a easy fix , i took the rear wheels off ( sounds like where the problem is) and tired spinning them and felt a little tough to spin. any input greatly appreciated.

bought basic steel rims at a fountain tire in northern BC, and the tires are not rubbing on the fenders i can positively acknowledge that. i jacked it up in the back and both rear tires turn but i have to use a bit of elbow grease to make them do so while hearing abit of a scratching noise while i turn them, and with the e-brake off of course.

Are you sure that the wheel is not rubbing on the brake caliper? Are the wheels the same diameter as what you took off? Same offset? If the offset is different, the wheel could be rubbing on the brake caliper and a small wheel spacer will get you fixed up if this is the case.
