Which part? Be more descriptive. And is your photo of the '18 or '04 turbo?
If you are referring to the metal tube going from center of pic to the top then bending down, I believe that is the turbo oil feed line, which is still available from Subaru.
The thing is, IHI never officially offered a rebuild kit for the VF series turbos. I doubt you'll be able to source another turbine housing excepting from another turbo.
Sorry. It is a cover that is attached with four or five torx screws and has a need of rtv. It attaches to the turbine. I was tapping to separate the turbo where the clamp is and cracked it. It was this bad until I saw it cracked and got pissed off at myself for being stupid.
