I have a 2011 wrx. When I turn my car on the high beams are always on. When I turn my switch to high beams my low beams turn on. Is this a wiring issue? Or is this how all wrx are?

You are either misspinned or misswired, assuming your actual switch is OK (it likely is; this is a relatively new car after all).
Check that you have a black earth connection, a red black high and a red/yellow low. Use a VM meter and sort out which wire goes where vs. which wire ought to go where. It's a (-) switching system.
