I run dedicated winter tires on a 17" wheel. Blizzak WS90. Had on a couple cars and they are excellent. Did a winter driving course last year with them and they performed superbly on the snow skidpad and slalom. I wouldn't call them a 'performance' tire but the can handle snow with aplomb. Can get a little noisy on the dry roads.

I went down a wheel size to 18", running michelin x-ice snow tires, 225/45R18.
A lot more tire squirm on dry pavement, but that's an expected tradeoff.
