WRX 2011 Not hitting target boost

After installing the Cobb SF intake and their AP I was able to see that i'm not reaching boost target( getting 15psi). Reflashed to the HWG and it got bit better, i'm hitting the 16psi tapering down 11's. still not reaching Cobb's target boost. after watching the data logs i can see big boost lag (boost hits after 3k). so i was wondering what can cause it and if there is something wrong with the car?
I'm using Cobb's stage 1 Sf intake 91 HWG.

Where do you live?

Altitude plays a big part in boost targets. Temperature too.

EDIT:
Seems to me you are hitting target boost with the HWG map. Per the map notes:

91 octane (95 RON) Boost Targets: ~16.5psi peak boost pressure tapering down to ~11.5psi by the 6700RPM redline, +/- 1.0psi

Can I use the HWG map for daily driving?
Another thing I saw that I hit boost pretty late comparing others data logs. Is it normal?

Yes. That's what it's there for. Just make sure you are using the 91 acn tune

I just realized on the Cobb website it says "ACN91/CAD94" is for CA.
I'm running the "91 oct / 95 oct" . Is there any difference with the ACN91/CAD94? and can it cause damage running couple days with this map?

Email Cobb with your location and the fuel specs you buy and see what they say. They should support their product.

Changed the maps to ACN91 NWG ~ was getting around 14psi
changed to HWG and got closer to boost target ~ 15+ psi

The 91 acn tune has lower targets to keep the engine from knocking if I recall correctly.
You'd be right. Per the map notes:
