VF39 only tuned at wastegate pressure.. no restrictor pill. What should I do??

So I bought a 2006 wrx wagon recently. It is supposedly tuned for 7psi (wastegate pressure) with a VF39 and no restrictor pill. I am wondering what will happen if I put the restrictor pill back in? Will I need to get it retuned? I was told that the previous owner detuned it when it had the original TD04, then put the VF39 in, replaced the vacuum lines as well as removed the restrictor pill so that it would only run at wastegate pressure, then had it retuned for the VF39. Pretty much just asking where to go from here. Any advice helps

VF39 Turbo
3" TBE
Cobb 2" up pipe
Gfb electronic boost controller
Injen CAI
Atermarket (ebay) bov - (switching back to JDM OEM bpv)

I find that highly unlikely, especially considering that there's no reason to tune a car to run spring pressure.. you can just plumb the vacuum line on the wastegate directly to the nipple on the compressor outlet and it will run wastegate pressure, no tuning needed. It's far more likely that the car was having serious issues which put it into limp mode, making it run wastegate pressure.. so he decided to make it someone else's problem rather than trying to fix it.


I would take the car to a reputable Subaru shop with a tuner and have it looked over.. I'm willing to bet there's no tune on it at all. Hopefully nothing is damaged beyond repair.
There is a protune on it, from 2015 though... I'm waiting to hear back from the shop that it was tuned at to see what boost I'm supposed to be hitting because that was my original thought as well that there's no reason to tune it to 7psi.
UPDATE: turns out that the previous owner installed the 3 port ebcs and did not get it tuned for it, so removed the restrictor pill making it run on wastegate pressure...
