This doesn't answer question either but "Under a Load" means they can't run the car on the normal Smog Dyno because it is AWD... They can only use the Sniffer and Visual inspection. I saw under the hood if you look up at the bottom of the hood it says somthing like "Subaru AWD equipped vehicles are exempt from testing under a load."... maybe that's not an exact quote but you get the idea - under a load means while revving the engine, so all you have to do when smogging is start the car
tip: run it on the freeway for at least 30 mins before smogging
