Reading Compressor Maps

I'm trying to understand turbo dynamics better and I need a quick tutorial on how properly read a compressor map.

I'll attatch two compressor maps. The first is the TD04L-13G. This is the stock turbo for the WRX

Rez,

According to that chart, the VF 30 flows more air at 18 psi than the 23 does at 14.7. Is that possible? If so Im assuming that were talking about flow at redline. Where did these numbers come from?
