Generally, a few metres away at most...

If you strip the area of all wax, feather-in with wet sanding at 2000 grit, apply the touch-up paint with a very fine art brush, wet sand again, clean the whole mess up (including the massive scuff marks you've created in the process) with pro-grade products from the auto paint supply store, then go through the clean-polish-wax thing repeatedly, and it's a good week (this will take at least that much time...) you might get the distance down to 1 metre or even less. Unless you're me; then it's 10 m or more!

In my experience, the car will then be scratched again, probably somewhere else, but maybe even the same area. It never ends.
