Thoughts on this 04 WRX ?

This is in Canada so the price is in CAD and the mileage is in KM. Looks stock.

Translates to roughly $11646 USD and 72000 miles.

My concerns are
1. High price point for a 13 year old car. (Do they really cost that much?)
2. Low mileage for a 13 year old car. (wtf?)
3. Too good to be true or possible?

I'd love to get your thoughts on this.
