The miles are no big deal to me since mine is already skewed from the 04' wrx swap but this cluster is 100% operational correct? No issues whatsoever?

Yes you can rebuild vf series turbos

You cannot. There are ebay kits with seals, etc... but IHI does not have any IHI internal turbo components for sale for their CHRA.

While this is true if you get a known "good" center section it's basically the same. But yes there isn't a way to buy a "new" center section and replace it.

How come subaru specialist shops are still doing rebuilds on vf series turbo's ? Well around my area anyways.
