I just replaced both serpentine belts and started the car without the belts on at all and I still get a loud screech/squeak usually when the car is cold starting. It happens immediately after it turns over and seems to be near the right side of the turbo stuff.

What could it be? I can't find any information out there on it or how to diagnose it

It could be a heat shield.

If it sounds like a banshee it could be an up pipe leak but that's unlikely because even though those may seal temporarily as the car warms up, then tend to leak again as the engine shifts when the car is moving.

If you turn the car off after warming it up, does the noise happen again? I'm asking to exclude the starter.

It usually only happens whens it's cold. And only after started

Either power steering or starter motor not fully disengaging.

BTW, that isn't where your turbo is.
