I don't know much about turbo and intercooler and don't even have a WRX (yet?). But I have a stupid question: What happens when there is snow and ice on the hood sealing the scoop to the intercooler? Is something going to overheat? Or will the turbo somehow not be active and I just won't have the power until the snow blows away and the ice melts?

More power, but will eventually melt.

Turbo is always active unless broken and boost after certain RPMs. Scoop cools the intercooler and has no affect on the turbo working or not. You'll have less power when the snow melts or should I say normal power :).

When the intercooler gets hot, you will obviously have less power if you forget to remove the scoop plug. As in air is not cooling the intercooler. The WRX is not like the other Subies where the scoop is not functional.
