In 1992, that's the way it worked in South Carolina. You had to get a learner's permit or driver's license in order to take Driver's Ed. The course was entirely optional, but did lower your insurance rates, which is why I took it. I actually drove my dad's truck to drivers ed class, which was held in summer school. When he joined the navy he was
