Not sure about the paint/plasti-dip, but those LEDs look custom. I.E., an led light strip such as:

He probably just pulled the headlight apart, and ran the light strip along the lower contour of the headlight housing. I've got the same light strip that I linked at home. I plan on placing it in the C-light area of my 2017 wrx.
As far as the paint..... I'd REALLY like to plasti-dip my front bumper like you mentioned. I love that look, too. I don't know if/when I'll do it, but if I do....I'll post it on here.
