Welcome aboard. You definitely want winter tires, as the summer rubber is just bad in slippery winter conditions. Summer rubber is not meant for cold temps. Get onto Tirerack or one of its online competitors and price out wheels and tires. You do not want to swap tires on and off rims as the potential for rim damage is not worth it. You can buy cheap alloys or steelies, but get quality tires. I went with cheaper alloys for the same reason jamir22 said - might as well look good for the 4+ winter months. I actually like the fact that I get to change up the look as well. I went with the Dunlop winter tires and they have performed well for me. I think all in all it was just over a grand for the wheels and tires. I skipped the TPMS and have no problem ignoring the warning light for a couple months. To me it was not worth the money and the time of having to get them reset when the tires are switched.
