Hey everyone, my hand brake or emergency brake in my 03 wrx isnt very strong. Its able to hold my car while on flat surfaces if it is fully engaged to the maximum but on inclined surfaces it rolls. How can i fix this??

Need more info. If lever is going all the say up, you need to adjust the cable (AND likely replace the park brake pads.) If it gets tight part way up and the car still rolls you need new park brake pads.

I've never seen the pads wear out. If your rear discs are stock use a screwdriver through the grommets to engage the one-way clicker gear for the hand brake shoes from the inside outwards, provided your cable is still ok. Exterior cable slack is picked up at the triangle where it splits; inside at the lever base. Suspect modified rear brakes.
