I have a 2013 STi , only mod is factory cat-back exhaust ...my question is : can I buy a used Cobb Access Port tuner , or are they VIN specific ? I looked on line and some are being sold as married ...what does that mean ? And , final question : do they really work , and how much more power can I expect ?

Basically, Cobb uses a system that prevents one person from buying a Cobb AP and applying it to all their friends vehicles. Once the device is installed onto an ECU, it's limited to that individual vehicle. When you uninstall any Cobb maps, the device is no longer limited to that vehicle.

If you see a "married" AP for sale, don't waste your time; Cobb can unmarry the AP for you, but it will cost you a pretty penny. You're better off making sure it's unmarried.

As for power increases, Cobb offers that information in their documentation.
