I recently rebuild my TD04 and it seemed perfectly fine once it was all together. The wheels spun fine but I can't seem to hit even 1psi on my COBB AP. There's no sounds of grinding or anything when I started it and my AF Ratio is fine also.

Any opinions if Its just a leak or the turbo?

My friend and I rebuilt it. He was the lead on it mostly. He's rebuilt some turbos and motors before.

I just found a rip in the throttle body to intercooler hose too. I'm gonna have to look at the hose connections again knowing that there's a rip there

Yeah that's a common failure point as is the turbo inlet.

I think I just definitely found the culprit. That v Band clamp that clamps the CHRA and Exhaust housing isn't tight enough. I can see the oil drio on the up pipe to turbo flange.
