Does an aftermarket exaust with 2 high flow cats produce anymore power than the stock unit. I need to pass emisions I don't like the fact of polluting so cat less in NOT an option!

Thanks

All you need is one high-flow cat in the downpipe or midpipe section to keep nasty emissions at bay. You will produce close to catless WHP, probably about 5-7 WHP less than a catless set-up (at stock or near-stock levels).

You may be able to pass the smog test with the single high-flow cat, but you may fail the visual if the place you take it to is anal.

I know of no system that has 2 high flow cats in its downpipe.

True, I was thinking the same thing. I guess if you're really persistant about running two high-flow cats, you can get a catted downpipe and catted midpipe, but if you are going to do that, you may as well leave it stock.
