I just did a cobb stage 1 reflash to my 2011 WRX two weeks ago. I'm curious as to what difference this will make performance-wise on 0 - 60 and 1/4 mile times, as well as street start 5-60mph?

R&T had 2011 at 5.1, 13.7 quarter, which seems understated
Other forums have it at 4.9, 13.5 quarter, which seems more realistic. That being said, would 4.6-4.7 and 13.2-13.3 be about right for a stage 1 (obvioulsy, driver, altitude, etc factor in) for 0 - 60 and 1/4 mile times?

Since you already mentioned the most important aspect (the driver), go to a drag strip and see what kind of times you get. Saying your car is capable of 13.3 and running a 13.9 will make you look like a fool. Same thing for 0-60.

Cobb offers a generic tune; every car will react differently to them (I've datalogged cars with Cobb maps that where pulling 2° on every WOT run).
