I don't see any suspension work listed, but if you've changed the dampers or springs, you are also changing the weight transfer characteristics under heavy braking.
Changing to the rear rotors/caliper brackets from an early 2000s Outback H6 will help to add a bit more bite to the rears without officially changing the brake bias.
