If you already own a laptop I'd say it's a no brainer. Laptop & cable is far more versatile than an AccessPort, and you get better polling rates.
As Matty said, you can get away with the 1.3 cable, it doesn't have a memory card port for stand alone logging, but it is more durable than the OpenPort 2.0 cable. I got my Tactrix OpenPort 1.3U for $140 new online..
