Any by "tuner" you mean person or are you asking what is the best Engine Management solution? Either way there is no "best" of either. You question is beyond vauge so the more info you give,the better we can answer.

Keith tunes my car.. I've also heard good things about MZM here in Austin, although you might not want to drive all the way across the country to get your car tuned, so knowing your location would help a lot towards getting a recommendation for a reputable tuner in your particular area.
Engine management. Sorry about bring vague. Like I know that Cobb is good but that's really the only brand iv heard associated with the wrx
OpenSource is free.. so that's what I would go with. That is, unless the person tuning the car only does Cobb.
It really depends on your preference and what kind of mods you plan on doing and what kind of money you are willing to pay for tuning. Some people like the cobb because its really simple to use and comes with off the shelf maps, others like opensource because you can use the tactrix cable on any wrx because you don't pair it with your ecu like the cobb and and opensource is usually cheaper than the ap by a lot and you get bigger gains than the cobb ots maps.
