boost issue...??

From looking at where others are making boost with their 16g's i feel like there is something holding my turbo back from making full boost until about 5k rpm's... im almost positive i dont have any exhaust leaks, my 50/50 bov leaks at idle is that normal? im also having a boost leak test done tomorrow,2002 wrx wagon, MODS: Blouch 16g-xt with a 15psi wastegate actuator(could that have anything to do with it??),decatted stock uppipe, grimmspeed ebcs, dw565 injectors, walboro 255, cobb short ram, turboxs tbe and tmic, mishimoto radiator and silicone hoses, gfb 50/50 bov, protuned at 19lbs jdm v7 6 speed conversion, stage 1 hd ceramic clutch, pretty sure thats it, also my car really hates being under like 2800 rpm's-pretty sluggish i dont have any data logs right now available. thanks for the help
