Isn't a target boost of 18.25psi a bit high for a TD04?
Not at all. The compressor chart actually shows that the turbo is efficient much higher than 18psi.
The 2.6 Pressure Ratio(PR) = 1.6 bar = 23.2psig, the 76% island is well over the 2.6 PR mark. Granted it is a very narrow island but the turbo is efficient in the midrange of the power band at 18psi on the stock fuel system.
Generally on the 2.5L WRX I will target 20psi at the lower end of the midrange then taper the boost to redline to ~11psi or so.
