Hey in april my car will be one year old and well my car is registered and insured in PA but i live and go to school in NY, do i have to get it inspected? because i heard somethings about new cars not being required to do it etc etc

If I were you I'd get it inspected. I'm not sure what the law is in NJ, but if you go back to PA with an expired inspection sticker then watch out.
I let my inspection sticker expire when I was in college at Florida State. In Florida they don't have an inspection sticker (just emission), so I thought I was safe. I went home for spring break and they nailed me. I explained the situation to them, and they wouldn't even cut a poor college student a break.
If I were you I would play it safe.
