Need more Low end torque!

Okay, so I recently installed a vf39 turbo in my 02 wrx along with 565cc pinks. I'm running the cobb 'stage 3' OTS map for the time being.

First impressions:
Car pulls much harder after 3800 rpm.
Spool seems quicker than the td04.
Pulls hard all the way up to redline.

Issues:
I go back and forth between two towns (about 90 miles) every few weeks.
While driving this route I noticed the following after the installation of the above parts.

Worse gas mileage (more than expected)
Barely any low end torque while going up hill on the highway.... :furious:
In fact, the cruise control had a hard time keeping speed at times.

What can I do to help gain back a little bit of low end around 2500 RPM since my turbo has virtually no spool at this point in the rpm range?

Just for reference I'll list what's been done to the car already
GS up pipe, Cobb downpipe, Sti top mount, sti pinks, vf39 turbo, M2 catback.

Unless you have a WBO2, AFR readings @ WOT are meaningless. The OE sensor doesn't read below 11-11.2:1, so it can be anything.

There are a lot of things you can do to increase low-end torque, one of which being a custom tune. Additional parts could help, as well, when paired with a tune. It all depends on what your budget is.
