My neighbor is a mechanic certified on all cars, so i always ask him what im doing on certain cars before I go if its a distance away and i cant bring it to him. So with this said, the carfax should clear up most things, but for body damage that might not have been claimed on insurance be sure to lay down under the car and make sure there are no scrapes that cant be explain. For the top part of the car, make sure all of the lines in the care are perfect, like both side of the trunk are evenly spaced, hood is evenly spaced on both sides, etc....

I think they top out around 155 after cobb stg 2, but not fully sure, and never plan on finding out.
This could happen with any used car. That is just the risk you take buying used.
Try to find out as much about the cars history as you can from the seller. Maintenance records are good. Just chat with the owner and try to get them to feel comfortable with you; they may let something slip out that will give you a red flag. Get a carfax report for the car. Take it to a independent mechanic (preferably one that has experience with tuned subies) and pay for a pre-purchase inspection.
As for your question. I absolutely love mine (wagon, though). They are great little cars and will give you a lot of miles, provided they are properly maintained and not abused.
I bought my 02 on August 16th. I didn't drive it like I wanted to because the seller was with me, and I hadn't said yes yet. Well, I got it, and in a month I have replaced a wheelbearing and hub, two sensors (not cheap), and a clutch and flywheel. I would have known about the clutch if I had pushed the car a little during the test drive. I recommend telling the seller that you are going to do it. Not hard, but get the psi up and see how it feels. The other problems I ran into could happen any time, so I can't really blame anyone for those.
But, having said all that, I love this car. It's really fun to drive, and if you take it easy, the mph isn't bad either. Have fun car shopping.
