I know this is probably gonna sound really stupid, but is there a way for me to make the stock turbo louder? It's an '04 WRX btw.

When I added my manual boost controller it sounded way louder (probably on account of more air flow through the turbo) but OMG with the downpipe I can hear the turbo perfectly and I can even hear the BPV blow off now too.

You can buy a plastic elbow to replace the silencer if you want.
