Stock tune on 15 wrx

So it seems to be common consensus that the stock tune on the 15-16 wrx is sub par... I don't understand. Why would Subaru release the 15-16 wrx (or any vehicle for that matter) with a less then optimal tune?
It sounds like the cobb ap fixes the issues caused by the stock tune (touchy throttle, dead spots in rpm band). Why would Subaru not correct these reported issues themselves instead of forcing owners to go the ap route and have potential warranty issues?

The stock tune is meant to be a one size fits all climates/regions around the world, while at the same time meeting strict CA emissions regulations and spit out decent fuel efficiency numbers. There are a lot of factors to juggle, not just performance and how the car feels to drive.. sacrifices must be made if they want to be able to sell the car outside of Japan.

^ As stated above. Which is also why they have restrictions on the car pre-installed. They try to get the best of everything to make a car that last a long time under their specifications and is legal everywhere.
