Springs and up-pipe questions

So I just bought a brand new pair of H-tech springs for 160 shipped off NASIOC. My question is I read someone saying I need 04 top hats for them to fit? is this true or can i put them on just fine, I have an 03 Wagon by the way and thats what I heard needed the top hats. Also if so where can I find them?

Also im looking at buying an up-pipe so I can take care of that problem but does it matter if it has a flex in it or not? and whats a good one for the price?
