Are you revving it in neutral? If so its normal not to redline. The ECU is designed to protect the engine from damage when the driver accidentally floors the gas pedal in neutral.

How high does it rev? Any CEL's?
Obvious question...your floor mat isn't in the way?
you can still redline with partial throttle if the floormate is in the way. it has to be electronic.
It sounds like you're describing that you can't hit full boost (which you won't in 1st or 2nd grear).
What exactly do you mean about not hitting redline? The car gets up to like 5k and then flatlines there? It hits 6k and then stutters? Does the car buck?

I mean it won't go over 6500rpm in 1st 2dn gear. Yes it kind of stutters there. Yes it bucks a little.
6500 RPM is the redline for the 2009+ WRX. 6700 RPM is the fuel cutoff. I'd stay of the rev limiter unless you want to destroy your engine.
