Depending on the weather you see in winter either look into good summers that will at least not get murderous if the temperature drops, or summers and winters on different sets of wheels. All seasons are a compromise.

Other than that make sure the car is completely up to date on all maintenance. Follow the book.

I agree with SD, make sure all the maintenance is up to date.
We get winter in the Seattle area 3-5 months a year, for these months you will need all season or snow tires.

Does it currently have Bridgestone RE-92 tires?
    What is your budget?
Do you want to make it go faster?
Do you want to make it turn better?
What are your goals with this car?

Head over to World One's website and look at the Suspension and Exterior sections for making the car "look sweet".
    http://worldoneperformance.com/subaru/06-07-wrx/

For the "Look Sweet" part I recommend
    Epic Springs + alignment.
Front Lip Spoiler.. this is just one style, there are quite a few styles out there.

For "More Power" look in to getting the ECU retuned. Send an email to WorldOne and ask about Stage 1 retune on a 07 WRX.
And check out Dyno Services at Pre Racing in Portland

Also read the stickies (FAQ's) in this the Tuning portion of the forum.

BOV Thread - in short keep the stock BPV.

And finally read the links in my signature.

Aftermarket Vent to Atmosphere BOV's are not beneficial for Subaru's. They, in fact, hurt performance.
Read the first pos in the BOV thread.

You cannot use a "Manual boost controller" unless the ECU is tuned for it.
"Turbo Timers" are not necessary because the turbo is water cooled.

I thought you might, that's why I brought it up before you set your mind on getting one
