My avatar quality sucks!!!!!

How did u guys do it??? im using photoshop, i resize and the quality gets crap, it wont let me upload anything higher than 19.5kb! what u guys do?

Photoshop-
Make the size, then use "save for web" and go to the quality settings
use the best one thats under the size required.
