There are numerous sources but you have to consider a few things first:

1. Don't build a rally car.
2. Don't build a rally car.
3. There is no third item.
4. Don't build a rally car.

Go adopt a rally car instead. Many are ready to go with a full spares list and paperwork and it'll save you time, money, and mental anguish to buy a car that's already competed in the events you're interested in with the sanctioning body you fall under. Much easier to buy one.

If you insist, then buy a gutted chassis and visit sites like this:

but again, the car has to pass tech and the parts have to have some sort of approval, be it homologation or something as simple as being off a list of permitted items from the sanctioning body.
