Anywhere to open up and test out the car?

I'd be interested in seeing what my 2015 WRX can really do, but I live in Baltimore... So far it's completely stock except for an AccessPort, but I'm sure I'll get more on it eventually. I'd like to see what I can do for 0-60 and a quarter mile, but I'm not interested in getting speeding tickets, either. I've seen the websites for the Capitol Raceway and the Mason-Dixon Dragway, but the websites are frankly intimidating and confusing for someone who doesn't know anything about racing. I've also seen there is a track out by Charlestown, WV, but $179/day for track insurance is steep.

What's the best way to push the car, and perhaps record a time or two, without spending a fortune, driving more than a few hours, or getting arrested?

VIR is five hours away; at least I could hit West Virginia without having to get a hotel. SCCA sounds interesting; I wish there was something closer than Hagerstown, but it could still be worth it.

I do autocross and it's an absolute ball; cheap too and won't completely shred your brake pads and tires. Capital driving club has events in Frederick, Winchester, and Waldorf. There are also scca events at FedEx field.
