I have a 2008 WRX and i'm looking to get some stuff done to it...
prolly an exhaust first...
is there a reliable shop in MD that has lots of experiences in tuning up WRXs...??

I can only list them and recommend where I'd go. You'd have to contact them and do your own figuring out.
Agile Auto - Tunes mostly Cobb's AP can do some stand alone stuff
Contact IAG Performance and inquiry when Jorge from P&L Tuning will be in the area next. Tunes mostly AP but heard he can do open source for more money when he comes.
TurboXS - Utec and some other stand alones. If you have Utec obviously I'd go to them.
Hydra Tuning - Phil is also a good utec tuner since he helped designed it. If you have Hydra Standalone I'd go here.
MachV - In VA but can AP and I think started open source tunes.
Chad Block Racing Development - In PA and does opensource...last I heard he was trying to get Cobb's AP ProTune certified.
In short depending on what EM you have that will dictate what shop you are going to. Cobb is probably the most popular and I'd honestly deal with P&L through IAG first followed by Agile. Personal preference. If you have some crazy one off setup Phil hands down.

There are going to be a few that I missed.
The above listed ones are ones I'd personally go to pending what EM I had.
Dont try to Ninja edit me. RCE and Annapolis Subaru do not do tuning in the sense of EM. They do offer aftermarket parts and RCE does aftermarket installs as well as alignments and race prep setups.
EDIT: After re-reading your posts it looks like your looking for installs more so then "tuning". IAG would be my first pick in the Baltimore area. Andrewtech is in Gaithersburg very high on my list for aftermarket parts/builds.....RCE for suspension/prep work and general installs.
You need to speak with several shops and get a feel for who you are comfortable dealing with.

Annapolis does, or at least did, do tuning. They even had a dyno.

I do not think they ever tuned. I know that Jackie sells AP's but that's about it.
