For most of the stuff I do PS Elements works really well and I got mine for $50 after rebates. The version I have doesn't have all the same effects and subtle editing that full CS2 has but it works for almost everything I else. FWIW

    200 bucks sounds nice...
Illustrator is a completely different program. It's used for vector graphics, whereas Photoshop is for bitmaps. Vector graphics usually = most, if not all logos or signage, to say the least. Hence why Photoshop is called "Photoshop" since it deals mostly with photos.

The best way to go in my opinion is the student route.
Call up adobe, e-mail them something that says you are enrolled in some sort of school, and you get the program for about 1/4 the price. The from there, you just need to get upgrades. And when they have your name and info on their files, they will bend over backwards with help. New full version upgrades, customer service, support, etc.
Not being on their lists and being on them is the biggest difference you will ever see. Like driving and civic or an STi.
