Power to cigarette lighter when car is off?

Does power run to the cigarette lighter when the car is off?

Im trying to figure out if I can run the power for my EGT guage there or if I should add the extra wiring and somehow run it from my clock (which is going to remain functional; Im not taking it out).

    Your help is appreciated,
    Chris

Please don't do what so many other do and run wires from the clock. Why spend all that money on a subaru, and gauges, and then ghetto rig it??? Run power to the battery, use a relay and tap a acc and headlight wire for switching, on/off, headlight on/off.
Those fools, EVO vs. STi??? That's like comparing ....wait a minute...there's no comparison. The Suby's still working!!! The evo...well... I hope he got the extended warranty.
