    Green harness and CEL???

I just picked up my 02 with 16k miles 2 weeks ago, and recently noticed that a bright green harness under the steering wheel was disconnected. I connected it and got a CEL the next time I started the car. I'm wondering what this means, could the previous owner have disconnected this to eliminate a CEL he got from a mod? (gutted uppipe?) Everything looks stock, and drives fine. If anyone has any knowledge about these wires by the fusebox under the steering wheel thanks for your help.

IIRC correctly it puts the car into diagnostic mode, or something along those lines. Leave it unplugged.
