Small Animated .Gif in Avatar

I don't know if I'm just not doing something right but I cannot upload a animated .gif in my avatar. I've seen people around with them and not all of them are Mods either. I'm confused! Every time I try and upload one it tells me that they're not allowed. Help?

I think the people that have them have had them for a while and had their avatar's grandfathered in.

Sorry we no longer allow animated gifs becuase a lot of them are very distracting and they made the forum seem very messy.
