1st oil change free?

Is it true that the 1st oil change has got to be done free by the dealers and required by federal law? i was told that the car's check engine light is programmed to go on during the first oil change, and it should be done at the dealers so they know how to reset it. Can anyone confirm this information? Thanks in advance

No, that's all wrong. Anybody can do the first change, the dealership will not do it for free (well, I guess some might as a selling point but that would just depend on the dealer), Federal law has nothing to do with it, the CEL will not come on unless the ECU thinks there is a problem of some sort and you can reset the CEL yourself if it does come on.
