whirling noise with cold engine, is this normal?

I have a 2007 WRX with 2500 miles. Recently I have noticed that when the car is cold I get a somewhat high pitched whirling noise at around and above 2500 rpm. It sounds turbo related (but I suppose it could be a belt) and goes away when the car is warmed up. Is this normal?

My 2006 WRX does that if I try to rev too fast (too much turbo?) when the car is cold. I always wonder if it is hurting anything?

I'm always very nice while warming up so it happens to me even without revving it much (just has to be high enough for turbo to spin which isn't that high). I'm getting sway bars installed soon. Maybe I'll ask the dealer, although I'll have to find a way to reproduce it with a cold car.
