    Save money, time, and effort and do them both at the same time.

    If you cant then just do a UP first IMHO as there is no reason to have that cat in there.

    But it's easier to just wait and do them both at the same time.

    Least expensive option is the downpipe.
    Most bang for the buck is the uppipe - you have to remove the downpipe to change the uppipe though which is why everyone will tell you to do both.
