    cracked hose and rounded bolt

Well i was going to install my lc-1 wideband that i just purchased when one of the bolts got rounded or striped on my downpipe just my luck
so i put everything back on and didnt realize that this hose was sitting at the corner of the downpipe
so eventually it melted enough for it to get a small crack in it
now when my engine rpms increase or get into boost i hear something that sounds like a boost leak but it is coming from this hose
my question is what hose is this
it goes from the top of the block to somewhere under the motor
also if anyone has any tips for getting this rounded bolt
you can sort of see it in the pictures i have below
i didnt know if it was alright to cut it off with a wiz wheel and just pull the stud out of the turbo
any help would be greatly appreciated
the broken hose is highlighted in the pictures below

    thanks

alright ill get some more in the morning
i think it is a power steeing line
but the only thing that is leading me from that is that the line is cracked and there is no power steering fluid coming out of the line
one might think the noise is a uppipe leak but i put my uppipe in about 2 years ago and the noise is not a high pitched whine
