The TSB is just a technicians reference for a part. The TSB will not make it free for you.
It is free ONLY if:
You are still under warranty
Subaru factory does the repair as a "goodwill"
Other than that, expect to pay for it.

i've got the same issue... it happened so infrequently i thought it was a Mag Chloride chemical they spray on the roads... but its been so cold in Denver for so long I realized it was gas... I'm out of warranty but still headed to dealer to see if they will cover since there is a TSB... wish me luck...
how's that for my first post in 5 years of being a member? :P

I was quoted $500 for parts and labor. That was while the car was still under warranty. I'm sure by now it's doubled.
i'm about 4k out of warranty... took it in this morning... they will take care of it under goodwill next week...
We do it for under 400.
