    Bad ECU causing CEL on MY09. Can I tune or I replace? Does the dealer have to do it?

    My 09 WRX was in for a recall 3 weeks ago due to the Secondary Air Pump Relay being faulty and then caused pump failure so this was covered under recall. After I picked up the car and drove for a few hours and 2-3 stops the CEL came back on. They told me that They would pull code and look at it for a $89 dollar diagnostic charge. I had code pulled at advance auto and they said secondary air injectors. brought it to Dealer and stated it was secondary system and I would like it checked under recall.....they said no. I left and calls SOA opening a case. I believe they said they would cover Diag but now I'm not so sure.

    Either way Dealership called and said that they looked at it for 3 hours and it is a faulty ECU causing the Code and it will need to be replaced. I was told something about a price around $695 and that over all it would cost about $1095....plus tax. I am quite upset that I am getting charged more than the 89 they told me for initial diagnostic as I did not give permission to continue past what was required to tell me if SOA would cover.

    Besides venting my question is 3 fold:
    1 do I need to get the whole thing replaced or can I use an AP to tune the issue out of it....plus give me some gains
    2. If it does need to be replaced does a dealer need to put it in, can another shop do it, or better yet can I??
    3. If I can put it in do I need to have it brought somewhere to tune it to the car....can I use the AP to tune...or can it be left as is from factory or used from car.

    I don't have over 1000 to put into the car now, but it is my DD, and if I do scrape up the money I'd at least like to upgrade for my troubles.
