Head gasket, or not? 02 WRX 2.0T

Hey, trying to diagnose sister's car. Gona say straight up, dont know a ton about subarus, but am a fair technician. The car is as listed above, 02 WRX Impreza wagon, 192,000 miles. Has been running rough since day 1, but has been getting worse slowly over the years. At idle, it is absolutely fine. Once you get it up to 1.5k+, it starts getting a bit unbalanced and starts blowing thin white smoke/steam. Gets worse around 2k, and sloped off around 3k, havent taken it higher than that with its condition. Not a healthy motor. No evidence of water in oil, no bubbles in coolant, no overheating. Smoke/steam from exhaust has no distinct smell of coolant, or even raw fuel. Smells like a car on a cold start, slightly rich. Like I said, not a subaru guy, wondering if there is a common issue we should look at. Any help would be appreciated, thanks. (P.S. no money to take to a shop, she had it checked out at a tire service station, not exactly specialists)

If there's steam out the exhaust it could be a head gasket or maybe -- maybe -- the turbo I suppose. I'd bet a turbo is cheaper. Start with the usual, pressure test the cooling system, check compression and go from there.

It is a turbo, 2.0 impreza WRX's came turbocharged (especially since the 2.0 was the WRC motor, couldnt have any larger displacement)

Might also check the PCV. It is under the intercooler. Take out the intercooler and see what will dump out of it. You may catch crap from the turbo there if it is bad. A little oil is to be expected though (some drips). The turbo has both coolant and oil running through it and the seals do go out. Used turbo - $100-200
