    Not reaching target boost

Hello, I have a 2003 WRX wagon with the following modification

    walbro fuelpump
    STi pink injectors
    STi TMIC
    JDM tdo5h 16g turbo
    cobb sf intake
    perrin turbo inlet hose
    sr*s catless exhaust
    helix downpipe
restrictor pill machined to stage 3 spec
I flashed a stage 3 map which has a target boost of 18 lbs.

I just installed an AEM widband o2 sensor with gauge that speratically reads anywhere from 14.1 to 16 but tends to stay around 15.6, 15.7 at idle.
under boost the gauge will read 12.2, 12.3.
This is what my last data log reads.
I noticed that the car will not hit target boost, which is 18 lbs, until redline.
The car starts right up, no burps, no backfires, no troubles starting, and drives good. No problems except not hitting target bost.

    Shouldnt I be hitting target boost around 3, 3 1/2 rpm's?
Is it safe to rive the car the way it is?
I dont know much about these cars so any feedback would be much appritiated.

    Aloha

Something is causing your car to run pretty lean at idle and under boost. Do not go into boost until you have this resolved. Check for leaks. Also who tuned the car or what map are you using??

You should not be 15.5+ AFRs at idle.

So you flashed a "Stage 3" map...where'd you get it and what did you use to flash it?

    maus,
I have checked for leaks with soapy water and cannot find any. Are there any specific areas I should be looking? I have not had the car tuned. I was thinking its probably best to find what is causing this boost issue before I have the car tuned. Or is the car not hitting boost target because it needs to be tuned? Im using a stage 3 cobb map. Here is the link to my data log.

    EJ257,
Here is my data log. This pull was logged before I installed the WBO2. Not sure if thats going to make any difference. Thanks for looking!

    Mikie13,

I got the "stage 3" map from cobbs website. I used my cobb ap to flash it.
